Planing<\/strong><\/p>\n<p>Attempts to plan social flows have a long history, and today they are especially present in public and political discourse, in which experts or those who represent political profession voice their prognoses in order to make certain political decisions legitimate. Prophecy in social sciences had been widely criticized in the past (Popper is worth recalling here), but it is also worth noticing that the situation is not much better in natural sciences either. In view of that, it is not rare that experts in public domain (which typically presupposes the impossibility of any critique) build up their authority on fragile foundations. What is typically neglected here is, on the one hand, the importance of individual or group initiative in shaping history, and, on the other hand, the difference between prediction and projection. In other words, it is not always clear which of these things experts have in mind when voicing their statements in the public domain. As it is well known, prediction is a statement that something will happen in future, whereas projection means that something will be the case if some other condition occurs. Thus, the latter presupposes to a great extent the possibility of free choice and action depending on ethical and political goals that individuals or societies have.
